COMMUNIQUE ET APPEL URGENT A SOLIDARITE

Le Syndicat Interprofessionnel de la Presse, des Médias, de la Culture et du Spectacle de la Confédération Nationale du Travail de France (SIPMCS) la Fédération Communication-Culture-Spectacle de la CNT-F et le Sécerétariat International de la CNT-F, tiennent à exprimer leur entière solidarité avec les sept militant-e-s marocain-e-s, dont cinq journalistes, actuellement poursuivi-e-s en justice pour « atteinte à la sureté de l’Etat » et qui passent en procès ce 26 octobre 2016 avec un risque de lourdes peines.
Nous tenons à attirer l'attention des journalistes, des organisations syndicales, politiques, associations, et du grand public au sujet de la vague de répression qui s'abat actuellement au Maroc sur des défenseur-se-s des droits humains et journalistes indépendant-e-s.

La répression ces dernières années au Maroc n'a cessé de s'accentuer, depuis le Mouvement du 20 Février, mouvement de contestation populaire qui a touché une grande partie du pays dès 2011.
En effet, on compte aujourd'hui plus de 200 prisonnier-ère-s politiques au Maroc, et les intimidations, harcèlements et poursuites judiciaires se multiplient. Les défenseur-se-s des droits humains, militant-e-s des mouvements sociaux, syndicalistes, journalistes sont directement visé-e-s.

Le 26 octobre prochain, sept militant-e-s, dont cinq journalistes, passent en procès au Tribunal de Première Instance de Rabat ( procès reporté depuis le 23 mars 2016).
Des personnes connu-e-s pour leur travail militant pour la défense d'un journalisme d'investigation et indépendant, et pour avoir couvert l'information sur la répression du mouvement du 20 février. Elles sont également membres de différentes organisations qui ont subi un harcèlement de la part du pouvoir marocain et dont les activités dérangent. Certains d'entre eux ont déjà fait de la prison récemment suite aux fausses accusations par les autorités, et ce en raison de leur militantisme. Il est d'ailleurs à noter que le juge en charge de l'affaire était déjà le juge qui a condamné par le passé l'un des sept journalistes ! L'acharnement répressif du pouvoir marocain se poursuit via son outil judiciaire !

Aujourd'hui ces sept camarades sont poursuivi-e-s avec de lourds chefs d'accusation :

Maâti Monjib (historien, journaliste et président de l’association Freedom Now pour la liberté d’expression au Maroc et ancien président du Centre Ibn Rochd d’Etudes et de Communication), Hicham Mansouri (chargé de projet à l’Association Marocaine pour le Journalisme d’Investigation AMJI), Abdessamad Aït Aïcha alias Samad Iach (journaliste, membre de l'AMJI et ancien coordinateur du projet de formation du Centre Ibn Rochd), Hisham Khrinchi alias Hisham Almiraat (ancien directeur de Global Voices Advocacy, fondateur et ex-président de l’Association des Droits numériques - ADN ), et Mohamed Sber (président de l’Association Marocaine d’Education de la Jeunesse – AMEJ), sont accusés « d'atteinte à la sûreté de l'Etat », pouvant se solder par une condamnation à cinq ans de prison ferme, et ceci sous prétexte d'avoir organisé des formations pour l'utilisation d'applications de logiciel libre sur smartphones dans le cadre de leur travail (formations dispensées par le Centre Ibn Rochd et l’AMEJ, en partenariat avec l’ONG néerlandaise Free Press Unlimited) et d'avoir reçu pour cela des financements de l'étranger.

Rachid Tarik (journaliste, président actuel de l’Association Marocaine pour le Journalisme d'Investigation - AMJI) et Maria Moukrim (journaliste, ancienne présidente de l’AMJI) sont accusé-e-s de ne pas avoir déclaré aux autorités la réception d'un financement de l'étranger pour les activités de l'association, bien que la réglementation et ses modalités d'application soient floues à ce sujet. Il et elle risquent une amende de 20 000 dirhams (1000 euros chacun).

Ce n'est pas la première fois que ce type de procès politique a lieu au Maroc, ces dernières années on ne les compte plus. Nous appelons à une mobilisation large pour casser ce black out médiatique sur la situation actuelle au Maroc que subissent nos camarades, nos collègues, et le peuple marocain qui est en lutte pour une justice sociale et contre ce pouvoir dictatorial, la répression et la torture systématique, les procès politiques, la précarité et l'exploitation.

Nous, Secrétariat International de la CNT-F et travailleur-se-s du Syndicat Interprofessionnel de la Presse, des Médias, de la Culture et du Spectacle, et de la Fédération Communication-Culture-Spectacle de la CNT-F, dénonçons les entraves aux libertés de la presse, d'expression, mais aussi les entraves aux libertés politiques, syndicales et d'association qui se multiplient actuellement au Maroc.

La CNT-F dénonce la tenue de ce procès politique du 26 octobre 2016, et exige l'abandon immédiat des poursuites envers Maati Monjib, Hicham Mansouri, Abdessamad Aït Aïcha, Hisham Khrinchi, Mohamed Sber, Rachid Tarik, et Maria Moukrim !

Nous exigeons également la libération immédiate de tou-te-s les prisonnier-ère-s politiques enfermé-e-s dans les geôles marocaines !

Nous appelons largement les organisations syndicales, politiques, associations et camarades en France et partout ailleurs, à exprimer leur soutien aux 7 militant-e-s inculpé-e-s en adressant massivement un courrier par mail ou fax aux autorités marocaines (modèle de lettre ci-dessous avec contacts mails et fax) demandant l'abandon des poursuites à leur encontre.

Press Communiqué and Emergency Appeal for International Solidarity

THE MOROCCAN PRESS HAS BEEN GAGGED !

WE APPEAL FOR INTERNATIONAL SOLIDARITY AND DEMAND THAT THE CHARGES BE DROPPED AGAINST THE 7 MOROCCAN JOURNALISTS AND HUMAN RIGHTS ACTIVISTS
WHO APPEAR IN COURT ON OCTOBER 26 2016 IN RABAT

The Interprofessional Press, Media, Culture and Entertainment Union and the Communication-Culture-Entertainment Federation of the National Labour Confederation of France(CNT-F), and the International Secretariat of the CNT-F, wish to express their full support for the seven Moroccan activists, five of whom are journalists, accused of "undermining state security" and who stand trial on October 26, 2016, with a likelihood of stiff sentences.
We draw the attention of journalists, trade unions, political associations, and the general public to the current repression in Morocco of human rights and independent journalists.

The crackdowns in recent years Morocco have been growing in intensity since the February 20 Movement, a popular protest movement that has affected much of the country since 2011.
Indeed, today there are more than 200 political prisoners in Morocco, and the intimidation, harassment and lawsuits are multiplying. Human rights activists, social movement activists, trade unionists and journalists are directly targeted.

On 26 October, seven activists, including five journalists, stand trial at the Court of First Instance in Rabat. They are known for their activist work in defense of investigative and independent journalism, and for reporting news on the suppression of the February 20 Movement. They are also members of various organizations and because their activities are considered a disturbance, they have suffered harassment by the Moroccan government. Some of them have already been jailed recently following false accusations by the authorities, just because of their activism. It should also be noted that the judge in charge of the case was already the judge who in the past, sentenced one of the seven journalists ! The repressive fury of the Moroccan authorities continues via its judicial tool !

Today, these seven comrades face very serious charges :

Maati Monjib (historian, journalist and Chairman of Freedom Now, an organization which defends Freedom of Speech in Morocco and former chairman of the Ibn Rushd Center for Studies and Communication) ; Hicham Mansouri (a project leader at the Moroccan Association for Investigative Journalism, AMJI) ; Abdessamad Ait Aishah aka Samad Iach (journalist, member of the AMJI and former coordinator of the Ibn Rushd Center Training Project) ; Hisham Khrinchi aka Hisham Almiraat (former Director of Global Voices Advocacy, founder and former chairman of the Association of digital rights - DNA) ; and Mohamed Sber (Chairman of the Moroccan Association for Youth Education - AMEJ), are accused "of 'endangering state security', which may result in a sentence of five years in prison, under the pretext of organizing training courses for the use of free software applications on smartphones as part of their work (training provided by the Center Ibn Rushd and AMEJ, in partnership with the Dutch NGO Free Press Unlimited) and receiving funding from abroad.

Rachid Tarik (journalist, current chairman of the Moroccan Association for Investigative Journalism - AMJI) and Maria Moukrim (journalist, former chairwoman of the AMJI) are accused of not reporting to the authorities that they received funding from abroad for the activities of the association, although the regulations and rules of implementation are far from clear. They face a fine of 20,000 dirhams (€1,000 each).

This is not the first time this type of political trial has been held in Morocco and in recent years, we have stopped counting. We call for an international mobilization to break the media blackout on the current situation in Morocco of which our comrades, colleagues, and the Moroccan people are victim in their struggle for social justice against the dictatorship, the repression and systematic torture, the political trials, insecurity and exploitation.

We, the International Secretariat of the CNT-F, and workers of the Interprofessional Press, Media, Culture and Entertainment Union and also workers of the Communication-Culture-Entertainment Federation of the CNT-F, denounce the obstacles to Freedom of the Press and Freedom of Speech, but also the current shackling of political, trade union and association liberties that is taking place in Morocco.

The CNT-F denounces the holding of this political trial, on the 26 October 2016, and demands the immediate dismissal of charges against Maati Monjib, Hicham Mansouri Abdessamad Ait Aicha, Hisham Khrinchi , Sber Mohamed Rachid Tarik and Maria Moukrim !

We also demand the immediate release of all political prisoners held in Moroccan jails !

We call on union and political organizations and associations and comrades in France and elsewhere to express their support for the 7 accused militants by sending en masse a letter by mail or by fax to the Moroccan authorities (sample letter below with mail contacts and fax ) requesting the dismissal of charges against them.
